Lumia 950, Build 15031, add Bluetooth devices does'nt work, other devices did NOT see the phone

Hi

I use a Lumia 950 Dualsim with Build 15031. It is possible to enable bluetooth via scroll down or also via settings-devices-bluetooth. BUT it is not possible to add a bluetooth device. So my Phone is not able to connect to any other blutooth device. In my case my Car (Skoda Octavia) and also not with my Laptop or with my TV (Sony Smart TV). The other devices did not see my Phone.

When you click on "add new device" the app will closed imidiatly and cannot be opened for more then one hour or till you reboot your phone.
