403 error when trying to download an exchange message trace

Hi,as Global Admin I conducted a assage trace which included messages older than 7 day. As email recepient i filled in a different user. That user gets an email to download the message trace, but when trying so he gets an 403 error. As from what I read online it should be sufficient, that the user wanting to download a trace need to be assigned the role eg. Helpdesk Administrator. But that does not seem to be the case. Any ideas?

Hallo ,
Du hast im deutschen Forum geschrieben und ich kann dir nur auf Deutsch beantworten.
Der Benutzer kann Brower Geschichte und Cash Information löschen, Browser neu starten und wieder versuchen die Information herunterzuladen.
Bitte teste auch mit einem anderen Internet Browser, ob die gleiche Fehlermeldung besteht.

 Thank you for raising your concern in this community.
 
 As this is the English section of the forum, Please understand that I have to answer in English.
 
 What I think what you should do is to contact the admin if you are not the admin and do an extended message trace to see the delivery status. Run a message trace and view the results in the Exchange admin center in Exchange Online | Microsoft Docs.
 This error means that external email forwarding is disabled by your admin, so with the message trace status, we can understand why you get the Non Delivery Report. Also you get an confirmation is the external forwarding was disabled.
 
 Adding to that, please confirm if you have a forwarding rule applied.
