Connected User experience is not working

Hi Community,

I feel like I am the first person that actually needs the service "connected user experiences and telemetry". When I got windows 10 I disabled all I could in the windows settings but did not touch any reg data or smh. After playing some hours of Forza and other Xbox games on my windows pc I noticed that "Cueat" not working as I did not get any achievements. I tried to set it to manual start via services.MSC but that does not work as I cannot start the service because the buttons are greyed.

Would appreciate any help, would be cool if I could get it working again without having to reset my whole system again.
