I have a windows activation error 0xc004c020

We recently renewed our SA contract and received a new license ID with new product serial numbers as well. Our old contract's serials have been blocked and have started using our new serials. We will need our limit raised from 1000 to 3000. We used VAMT to bulk change some not all of our serials on Sep 4th. Today Sep 6th after imaging Windows is not activated and tried to activate it. It has an error 0xc004c020 which states "we can't activate Windows on this device because the product key was already used on another device." Of course we've used it on other devices as it is a volume license
