Punctuation not switching to German despite all settings are set to German

Hello, we have a long 18 pages German document and want to review German Punctuation. All settings are set to "German", German is Default reviewing Language, MS Office UI is set to German, all German Punctuation rules heavy enough :- are enabled in options, .... just the Punctuation stays at "English only" :- Is this a known issue? Is there any solution?Many thanks in advance!!!

The intl.cpl settings were set to English instead of German....
