Surface Laptop 15 - 8GB /AMD CPU - Only 6GB available for use

I recently purchased a new Surface Laptop 15' with 8GB of RAM. According to the microsoft windwos reosurce moniotr only 6.1 GB are availble for use by the system. This has a very negative impact on performance! I used similar equipped laptops with 8GB of RAM and they can use the whole RAM for processing. Do I have a defective unit or is there a possible to tap the full potential of the 8GB of RAM?
