Activate Windows 11 with Windows 10 key registered to Microsoft account.

I just installed Windows 11 on a new PC of mine. Now I am having trouble activating it, using the Windows 10 key registered to my Microsoft account, I was using on my old PC. I have unregistered the old PC from my Microsoft account and since you can upgrade from Windows 10 to Windows 11 for free I was expecting to be able to activate Windows 11 on my new PC using that same license. However that does not work. I get the error 0x4004F213. Do I have to install Windows 10 first and then upgrade to Windows 11 or do I have to buy a new license?
