I figured it out.

The problem was not related to outlook, but to googlemail. Got to:

Settings -> Accounts -> "Send as" (section)

There you can set e-mail addresses other than the account e-mail address as default e-mail address. This was the case for me, which resulted in the described "on behalf of" instead of "as" problems.

No. You cannot treat an alias as if it's a separate account.

Unfortunately, it is not entirely clear to me as I have been using such an address for more than 20 years with another e-mail provider. By the way: it is possible with other e-mail providers such as Gmail or GMX.
<br />The string "Visa" does not stand alone as a word in the address but is part of my name, so I do not want to separate it with a dot.

<br />Is the address outlook_long number@outlook ? That address is not routable - and it's because you have a non-Microsoft address set as primary on your Microsoft account.
