Privancy and Consent policy issue in Windows Error Reporting / Dumpfiles

Hello, I have one question regarding privacy/consent policy in windows error report service:


I just came across this blog article written by a Microsoft expert:

I am not really worried about private data in a small minidump allthough I never gave consent intentionally.

Unfortunately, "DefaultConsent" in Registry ( \Software\Microsoft\Windows\Windows Error Reporting ) has been set to "3" . "AutoApproveOSDumps" has been set to "1".

In the Control / Action Center, the standard was set to "Automatically check for solutions and send additional report data if needed".

My question: Under this circumstances, does Microsoft upload a full kernel dump / full memory dump (full = big size, e.g. some GB than little dumps with some hundred kb) without actually prompting me for consent?

I am using Windows 8.1.
