TickLabels.NumberFormat is always localized

I have a Chart and am trying to set its y-axis' number format locale independent:


Me.ChartObjects(1).Chart.Axes(xlValue).TickLabels.NumberFormat = "0.000"

This does not work as excel localizes the formatcode first (replaces dot with comma for my german locale),

showing the same behavior as


Me.ChartObjects(1).Chart.Axes(xlValue).TickLabels.NumberFormatLocal = "0.000"




How to reproduce:

1. Have a locale with comma as decimal separator

2. Open new workbook and paste this in the worksheet's module:


Sub test()
Me.Cells(1, 1) = 10
Me.Cells(1, 2) = 20

'gets formatted correctly'
Me.Cells(1, 1).NumberFormat = "0.000"

'gets also formatted correctly, though locale dependent'
Me.Cells(1, 2).NumberFormatLocal = "0,000"

For i = 1 To 4
Me.ChartObjects.Add 0, 20 + (i - 1) * 100, 200, 100
Dim s As Series: Set s = Me.ChartObjects(i).Chart.SeriesCollection.NewSeries
s.Formula = "=SERIES(,," & Me.Name & "!$A$1:$B$1,1)"

'both get incorrectly formatted the same way
Me.ChartObjects(1).Chart.Axes(xlValue).TickLabels.NumberFormat = "0.000"
Me.ChartObjects(2).Chart.Axes(xlValue).TickLabels.NumberFormatLocal = "0.000"

'both get correctly formatted the same way, though locale dependent
Me.ChartObjects(3).Chart.Axes(xlValue).TickLabels.NumberFormat = "0,000"

3. run the sub


What happens: charts 1,2 are incorrect, 3,4 are correct

What should happen: charts 1,4 are correct, 2,3 are incorrect


It works for me like this in Excel 2010, 2013, 2016

Is this a known bug or am i doing something wrong? Is there a workaround?
